WHO WE ARE

Bruno Dias, PhD, CTM, PCI
Co-Founder / Principal

Dr. Bruno Dias, PhD, CTM, PCI, is a recognized expert in safety, security, emergency management, and behavioral threat assessment and management (BTAM). With extensive experience in public safety, corporate security, the education sector, and federal government violence prevention initiatives, his career highlights include:

 

Public Safety:

  • Retired police commander with a strong investigative background in violent crimes.

  • Led an award-winning violence prevention task force that brought together local, state, and federal law enforcement agencies.

  • Qualified as a Subject Matter Expert (SME) witness in both State and Federal Courts.

  • Serves as a federally deputized Task Force Officer for Homeland Security Investigations (HSI).

Corporate and Educational Safety, Security, and Investigations Leadership:

  • Managed security operations and workplace violence prevention for a Fortune 500 company.

  • Directed safety initiatives within educational institutions, focusing on physical security, emergency management, and behavioral threat assessment and management.

  • Spearheaded risk management and response efforts for major safety incidents.

Behavioral Threat Assessment and Management (BTAM):

  • Recognized as a recognized Subject Matter Expert in BTAM.

  • Developed BTAM and workplace violence prevention operational procedures for the corporate, educational and public sectors.

  • Trained to use multiple Structured Professional Judgment tools including: HCR-20 V3, WAVR-21, SAVRY, SARA, SAM V2, AVRT (Triage) and the following methods MOSAIC, Salem-Keizer and C-STAG.

  • Instructor at the Gavin de Becker Advanced Threat Academy.

  • Former Vice President and Sergeant at Arms of the South Central Chapter of the Association of Threat Assessment Professionals (ATAP).

  • Represented the U.S. Consulate in Brazil and the U.S. Government in France at the European Union Parliament in the field of targeted violence prevention.

  • Sought-after speaker at over 300 events, including ATAP, GSX, OSAC, DITMAC, IAEM, IACP, and various international security forums.

  • Legislative advocate before the Texas State Senate to advance K-12 Behavioral Threat Assessment & Management (BTAM) initiatives.

Relevant Qualifications:

  • Holds a PhD in Psychology, Public Policy, and Law, along with advanced degrees in Homeland Defense, Security Studies, and Criminal Justice.

  • Graduate of the prestigious FBI National Academy.

  • Certified as a Board-Certified Investigator (PCI) and Certified Threat Manager (CTM)

 

Dr. Dias envisions expanding the role of prevention, advocating for it to develop into a formalized professional discipline. His approach focuses on integrating physical security, behavioral threat assessment, and emergency management, aiming to create scientific practices, protocols, capacity building, and collaboration across various sectors.

Matt Talbot, PhD, LCSW, CCFC, CFMHE, CTM
Co-Founder / Principal

Dr. Matt Talbot is an internationally recognized expert in behavioral threat assessment and management, violence risk assessment, forensic mental health, workplace violence prevention, and keynote presenter. His extensive experience in assessing and managing violent offenders, individuals at risk for violence toward self and others, intimate-partner violence, and program development and operations in corporate and healthcare settings has established Dr. Talbot as a recognized leader in the violence prevention industry. Key accomplishments include:

Corporate and Healthcare Leadership:

  • Developed and operationalized a robust workplace violence prevention and BTAM programs for fortune 50 company and major healthcare institution.

  • Established educational violence prevention program for graduate level healthcare and medical professionals.

Behavioral Threat Assessment and Management (BTAM):

  • Recognized as a Subject Matter Expert in BTAM.

  • Developed the first collegiate certificate program in BTAM for Alliant University in 2021.

  • Trained to use multiple Structured Professional Judgment tools including: HCR-20 V3, WAVR-21, SAVRY, SARA, Danger Assessment, SAM V2, AVRT (Triage), PATRIARCH, Multi-Level Guidelines (MLG), Guidelines for Self-Directed Violence, and the TRAP-18.

  • Supported statewide BTAM strategies and initiatives in Texas.

Thought Leadership and International Contributions:

  • Founding member of Global Team Collaborative (GTC), a nonprofit dedicated to supporting risk management teams across sectors.

  • Instructor at the Gavin de Becker Advanced Threat Academy.

  • President of the South Central Chapter of the Association of Threat Assessment Professionals (ATAP).

  • Established and led development of ATAP Mentorship Program (in process)

  • Sought-after speaker and keynote presenter at hundreds of events, including ATAP, CATAP, AfATAP, GSX, FBI, ITAC, DITMAC, and numerous schools, universities, government, and law enforcement agencies.

  • Legislative advocacy on Capitol Hill to foster a national BTAM initiative.

  • Earned a PhD in Forensic Psychology

  • Clinically licensed social worker in AZ, GA, IN, MA, TN, and TX

  • Certified Threat Manager (CTM), Certified Forensic Mental Health Evaluator (CFMHE), and a Clinically Certified Forensic Counselor (CCFC)
